Matt McCutchen

Chief Executive Officer

Matt is an energetic executive with an aptitude for navigating uncertainty while delivering positive results. He is fully self-motivated with a drive to exceed expectations. Matt has extensive experience in managing projects in the federal sector both domestically and internationally (more specifically Mexico, Afghanistan and Iraq). He has a firm grasp of Federal Acquisition Regulations and marketing the Small Business Administration (SBA) Tribal 8(a) contractual advantages. Matt holds a Bachelor’s of Business Administration degree in Finance from Northeastern State University of Oklahoma, as well as a State of Oklahoma CLEET Armed Security Guard and Private Investigator License.


Miki Padgett

Director of Security

Miki is a senior management professional with over 20 years of experience in training, physical security, intelligence analysis and risk management. He has worked on 5 different continents with Spanish  being his native language. Miki is a U.S. Marine  combat veteran (1996-2004) & Army combat veteran  (2005-2007) with tours in Iraq, Afghanistan and other areas of SW Asia.  His occupations included Special Operations, Infantry and Human Intelligence. After his honorable discharge from military service, he was recruited by the Department of Defense and worked with different agencies and NATO partners.


As Director of Security, Miki has oversight of contracts in Mexico with the Department of State and Bureau of International Narcotics and Law Enforcement (INL).  He provides the staff with current techniques, tactics and procedures for current contracts. Miki holds B.A. degrees in Economics and Spanish from Western Kentucky University.


Maria Fernanda

Muscogee-Latin America

Director of Ops

María is an operations director with many years of experience who specializes in international commerce.  She is responsible for facilitating and managing projects among the U.S. State Department, the U.S. Embassy in Mexico, and various agencies with the Government of Mexico.  She is reliable and innovative with the aptitude to manage projects and find solutions for problems, and she has the ability to effectively navigate professional relationships and enjoys working in a team environment. 


María studied International Commerce for her bachelor’s degree at the Monterrey Institute of Technology and Higher Education, and earned her master’s in Business Management from the Technological University of Mexico in 2011.  She also received a bachelor’s in law from UVM Lomas Verdes in 2012.  María has also studied English through EF International Education Services in Oxford, England.  


Brendan Ragsdale

Senior Systems Analyst

Brendan serves in a dual-role capacity providing network design, development, technical support, technology steering and administration to both Muscogee International and Muscogee Nation Business Enterprise (MNBE).  He further assists with support for the Department of State and Muscogee-Latin America.  Brendan has deep knowledge of network devices and connection, especially in the area of mobile device management (MDM) for both iOS and Android platforms, which is very beneficial in our cloud-based environment, allowing our staff to have highly secure mobility.


Spencer Smith

Project Analyst

Spencer Smith is a Program/Project Analyst who works with Muscogee International to help solve key analytical and accounting key deliverables.  Spencer believes data and analytics are remarkable and reliable sources of truth to help push any business forward to achieve company goals.

He has secured over 5 years’ experience in the business analyst field. With his knowledge and experience he has helped multiple companies in the Tulsa and surrounding area to produce vital data, reports, SQL code, and savings projection spreadsheets that resulted in millions of dollars saved collectively.

Spencer is a highly trained business professional in working with SQL and Microsoft Office and holds a Bachelor’s Degree in General Business from the University of Central Oklahoma.

Ty Taylor

Chief Operating Officer

Ty is a BICSI credentialed Registered Communications Distribution Designer (RCDD) with over 30 years experience in the telecommunications industry.  He specializes in low voltage design/engineering, commercial structured cabling systems as well as project management.  He holds an International Business Degree from Chaminade University in addition to numerous technical and design certifications from manufacturers such as Commscope, Panduit, Belden and others.  Ty served in the US Navy for 13 years ('84-'97) and is a veteran of Operations Desert Shield and Desert Storm.


Martin Arguelles

SETEC Program Manager

Martin has 22 years experience working in the aerospace industry.  He has worked in military and commercial sectors in sales, sourcing, commodity management and program management, both domestic and international.  Martin has a LEAN/Six Sigma background, and has demonstrated achievements in a variety of areas, including supplier management, procurement, inventory management, team building, contract negotiations, and sourcing new programs.  He received his bachelor’s in Political Science from Texas Tech University.  Martin is fluent in Spanish and English, and has an intermediate speaking level in Italian and beginner’s speaking level in French.


Todd Ragsdale

IT Director

With over 25 years experience, Todd is a proven Information Technology professional that specializes in infrastructure development, design and management for both on-premise and cloud-based solutions, including managed services. The focus of all his designs is to provide an effective, secure and efficient environment, while managing budgetary limits with proactive project management and technology steering. This strategy reduces operating costs, overhead administration and energy footprints, with the assurance that all technologies are aligned with business objectives for growth, stability and profitability.  Todd also holds both the Microsoft Certified Systems Engineer and Microsoft Certified Professional certifications.


Brittany Scott

Senior Technical Writer

Brittany is a technical writer with nearly five years experience in Government contracting and proposal development. She studied Journalism and English at Southeastern Oklahoma State University and received her bachelor’s in 2010, and completed her MS in Mass Communications with an emphasis in Media Management at Oklahoma State University in 2014. Previously, Brittany worked as a journalist for newspapers and is published in several magazines. She is a member of the Association of Proposal Management Professionals, and has also attended several Shipley Associates proposal training workshops, including Qualifying Opportunities, Managing and Writing Federal Proposals, and Powerful Proposal Writing.


Anita Freeman

Contract Administrator

Anita has 40 years of experience in office and program support in diverse professional settings.  She has provided office support to businesses on national retail level, small business industry, tribal government, small retail, and to a national non-profit government grant funded organi-zation. Her experience also includes program development and management for twenty-five tribal communities.


Anita received her Bachelor of Science Degree in Human Resource Management and Organizational Leadership from Southern Nazarene University at Bethany, Oklahoma. She is self-motivated and thrives on challenges.
